In 1991, John S. Latsis donated the amount of US $5,000,000 to the Hellenic State in order to provide assistance to Albanians of Greek descent. That same year, the donation established the Foundation for the Rehabilitation of Albanians of Greek Descent (IAOA) for the purpose of:
- providing vocational training to Albanians of Greek descent and helping them become established in a trade
- providing incentives for their repatriation, in order to ensure the viability of Greek-speaking regions of Albania
- ensuring the social integration and incorporation of all Albanians of Greek descent who finally decide to remain in Greece
- promoting Greek culture and preservation of the Greek language, and undertaking interstate educational initiatives
- providing incentives for study in Greek and Albanian universities
